Jewish French Lawyer Files ICC Complaint Against Eight Israelis for Genocide Incitement
Paris (Quds News Network)- Jewish French lawyer Omer Shatz has filed a complaint with the International Criminal Court (ICC) against eight Israeli officials over inciting genocide against Palestinians in Gaza.
Shatz argues that genocide can occur by making life unbearable. He points to starvation, blocking humanitarian aid, and bombing hospitals as methods used by Israel to achieve this.
With his students at Sciences Po in Paris, Shatz analyzed statements from Israeli politicians and public figures. They assessed whether these remarks qualified as incitement to genocide. Based on their findings, they filed the official complaint on December 6.
The complaint targets top Israeli figures, including:
* President Isaac Herzog
* Prime Minister Benjamin Netanyahu
* Former Defense Minister Yoav Gallant
* Current Defense Minister Israel Katz
* Retired General Giora Eiland
* Finance Minister Bezalel Smotrich
* National Security Minister Itamar Ben Gvir
* TV journalist Zvi Yehezkeli
Shatz says that these individuals publicly and directly incited genocide against Palestinians in Gaza.
This legal move follows the ICC’s decision on November 21, 2024, to issue arrest warrants for Netanyahu and Gallant. They are accused of war crimes and crimes against humanity in Gaza.
Shatz insists the ICC prosecutor must act swiftly. “He should not wait until everyone in Gaza is dead,” he told Anadolu Agency.
His complaint is also a response to Israel’s refusal to investigate its own officials. Despite a ruling by the International Court of Justice (ICJ) in January 2024 that found a “plausible” risk of genocide, Israel’s government dismissed calls for prosecutions.
Shatz says he feels a duty to pursue justice. “I see Israeli lawyers afraid to speak out about Gaza,” he said. “As a Jew, I feel obligated to do this.”
Having lived in Israel until 2014, he left after losing a legal case against Gallant. “We opposed his appointment as army chief because there was no investigation into the 2008 war crimes,” he recalled.
A decade later, Shatz believes his warning has come true. “I told the judges—within ten years, there will be a genocide,” he said. Now, he is demanding action before it is too late.

Israel’s decision comes as it also revoked the licences of 37 international non-governmental organisations (INGOs) working in Gaza and the occupied West Bank, “blocking life-saving aid."
