Israeli Security Institute Reveals: Failure to Expel Northern Gaza Residents Foils ‘Generals’ Plan’
Gaza (Quds News Network)- An Israeli security institute has raised significant concerns regarding the so-called “Generals’ Plan,” which has garnered considerable media attention in light of Israel’s aggressive attacks on northern Gaza. The plan, devised by former Israeli military generals, is centered on emptying northern Gaza and imposing a siege on the area, with the purported objectives of retrieving Israeli prisoners and weakening the resistance’s military and governmental capabilities.
However, a recent position paper published by the Institute for National Security Studies (INSS) in Tel Aviv critiques the feasibility of the Generals’ Plan, arguing that it fails to address several critical obstacles that would hinder its execution and prevent the realization of its goals.
The Israeli security institute claimed that while international law permits the imposition of a siege on enemy forces, this is contingent upon providing the civilian population with reasonable opportunities to evacuate via safe corridors before the siege is enforced. The plan fails to account for the likelihood that a significant portion of the population will refuse to leave northern Gaza, particularly given the lack of viable living conditions awaiting them in the south. This could result in a humanitarian crisis, as those who remain would be trapped under siege, exacerbating the suffering of civilians and increasing the international criticism directed at Israel.
The report emphasizes that if Israel imposes a siege on northern Gaza, it would face growing condemnation for the potential harm inflicted on civilians. This, the report notes, could bolster lawsuits of war crimes against Israel, particularly given the ongoing humanitarian catastrophe in Gaza after over a year of genocide. Furthermore, the siege could lead to new rounds of legal actions against Israel in international courts, including the International Court of Justice (ICJ) and the International Criminal Court (ICC), which could issue arrest warrants against top Israeli officials.
In addition to the legal and humanitarian concerns, the INSS report highlights the plan’s failure to provide a long-term political solution for Gaza. The Generals’ Plan does not offer any strategies to stabilize Gaza or suggest alternative leadership. It also explicitly rejects the inclusion of the Palestinian Authority in Gaza’s governance. As a result, the report predicts that the plan could lead to a full-scale Israeli occupation of Gaza, with Israel assuming responsibility for over two million residents under military rule.
