Infamous GHF Proposed ‘Humanitarian Transit Areas’ to Expel and ‘Deradicalize’ Native Palestinians, Report
Gaza (Quds News Network)- The infamous US-Israeli Gaza Humanitarian Foundation (GHF) proposed building what it called “Humanitarian Transit Areas” (HTAs) inside and possibly outside Gaza, according to documents reviewed by Reuters. The $2 billion plan outlines temporary camps where expelled Palestinians could “reside, deradicalize, re-integrate, and prepare to relocate.” A slide deck seen by Reuters details costs, implementation steps, and possible sites, including Egypt and Cyprus.
GHF has denied submitting the proposal. It said the slides are “not a GHF document” and claimed the group is focused only on food distribution. A partner company, SRS, also denied any involvement in HTA plans.
The documents, however, bear GHF and SRS branding.
One slide said the camps could be built within 90 days and initially house 2,160 people. The full plan envisions eight camps sheltering hundreds of thousands of native Palestinians.
The plan came shortly after US President Donald Trump said on February 4 that the US should “take over” Gaza and rebuild it as the “Riviera of the Middle East” after expelling the population.
Trump’s comments and the GHF plan have alarmed humanitarian experts. Critics say the proposal risks facilitating ethnic cleansing under the guise of aid.
“There is no such thing as voluntary displacement amongst a population that has been under constant bombardment for nearly two years,” said Jeremy Konyndyk, president of Refugees International.
The White House did not comment. The State Department said no such plan is under consideration and no resources are being directed toward it. Still, the slide presentation was reportedly submitted to the US Embassy in occupied Jerusalem earlier this year.
A source close to the project told Reuters the plan stalled due to funding issues. Banks like UBS and Goldman Sachs reportedly refused to handle GHF accounts.
GHF currently operates food distribution centers in Gaza, which has seen the murder and mass shooting of hundreds of starved Palestinians. These efforts are coordinated with the Israeli military and use American private contractors. The group is part of a broader shift away from UN-led humanitarian aid, which Israel and the US accuse of benefiting Hamas, without providing evidence.
Hamas and Palestinian leaders reject this. It stresses that Israel is using hunger as a weapon. The media office stated that the GHF is an intelligence and security tool working under a false humanitarian guise.
The UN and humanitarian organizations have raised concerns. The UN says GHF operations are “inherently unsafe” and violate impartiality rules. The UN human rights office recorded at least 613 deaths near GHF aid sites and convoys.
The plan describes the HTAs as necessary for “gaining trust” with Palestinians and “supporting President Trump’s vision for Gaza.” But rights groups fear the real goal is to strip Palestinians of their land under the label of “voluntary relocation”, an Israeli term that refers to forced expulsion.
The map in the proposal shows arrows pointing out of Gaza, raising fears of permanent exile.
