Fake NGO, Real Danger: Israel’s Covert Network Behind Gaza ‘Voluntary Migration’ Scam

A clandestine organization is moving Palestinians out of Gaza under the cover of “voluntary migration,” according to testimonies and information obtained by Quds News Network. The scheme targets desperate families facing war, siege, and hunger. It charges between $1,500 and $2,700 per person and claims to offer “safe evacuation” flights to countries like South Africa, Indonesia, and Malaysia.

Quds News Network found that the group’s entire online presence is suspicious. It lists an office in the east part of Jerusalem, but no such address exists. Its phones went dead the moment public questions emerged. The group says it was founded in Germany in 2010, yet domain records show it was created only in February of this year by an unknown entity. Its website claims to have 15 donors, but none are named. It also publishes no financial reports, charity registration, or legal documents.

The organization lists only two people as “project managers.” Quds News Network found one of them, Mo’ayyad Saydam, who posted on his Facebook account claiming that scammers had impersonated his name and number to contact Palestinians for money. Saydam published an urgent warning, saying that he has only one WhatsApp number and that any other contact “is a scam.”

Despite claiming to provide humanitarian aid in Gaza, QNN found no evidence of any relief work. The group relies on untraceable digital currency payments and instructs travelers to carry no luggage except the clothes they wear.

One woman who traveled on the latest flight to South Africa, and spoke on condition of anonymity, told QNN that the group transferred Palestinians by land from Gaza to Israel’s Ramon Airport. The passengers did not know their final destination until they were already on the journey. Their passports were not stamped at Ramon. Organizers claimed this was to “make it easy to return to Gaza.”

Previous flights went to Indonesia and Malaysia.

The organization’s website domain was created last February, coinciding with the launch of Israel’s Voluntary Migration Administration under the Ministry of Defense.

Israeli Role Exposed

A detailed Haaretz investigation had revealed the entity operating behind the scenes. It links the operation to an Israeli–Estonian man named Tomer Yanar Lind, born in 1989, who holds dual citizenship.

Lind created an Estonian company called Talent Globus last year. An older version of the website promoting “voluntary migration from Gaza” displayed the company’s logo and said it organizes departure groups. Although Talent Globus claims to work in consulting and recruitment, it uses stock images, false addresses, and contradictory locations in Estonia, London, and Qatar.

Lind has also created several companies in the UK, most of which are inactive. On LinkedIn he writes vaguely that he “helps Gazans.” When Haaretz called him on his London number, he did not deny involvement in arranging departures from Gaza but refused to identify who stands behind the organization.

Haaretz found that one of the group’s “project managers”, identified only as “Adnan”, does not exist in any public record.

The website’s social media links lead nowhere. Claims of helping victims of the 2023 Türkiye earthquake and Syrian war refugees are unsubstantiated.

According to Haaretz, flights are arranged through an Israeli travel agent, according to Romanian airline Fly Yo. South Africa-bound passengers reported that the last group,153 Palestinians, flew from Gaza to Ramon Airport, boarded a charter flight to Nairobi, then connected to Johannesburg.

An earlier group of 150 Palestinians left Gaza on October 27. They traveled on buses to the Kerem Shalom crossing, then flew to Nairobi and on to Johannesburg. These passengers entered the country without delay.

The Palestinian Embassy in South Africa issued a severe warning. It said the trip was arranged by “an unregistered and misleading organization that exploited the humanitarian catastrophe, took money from families, transported them irresponsibly, and abandoned them.”

The Palestinian Ministry of Foreign Affairs called the actors behind these operations “blood merchants and deportation brokers.”

Gaza’s resistance security have issued a stern alert regarding Al-Majd, calling it a cover for hostile actors exploiting Gaza’s humanitarian crisis, offering fake exit schemes and “safe passage” promises to collect citizens’ personal data for espionage purposes.

Political Roots: Trump’s Ethnic Cleansing Plan

With Donald Trump back in the White House, the idea of expelling Gazans resurfaced. Trump has spoken openly about “moving” native Palestinians while turning Gaza into a “Riviera.” Israel embraced this vision.

The timeline is clear:

  • February: Israel announces the “voluntary migration” office.
  • February: Al-Majd Europe domain appears.
  • March: Israel expands efforts to push for exits, demolishing the remaining houses behind the yellow line and preventing basic aid from entry.
  • Flights begin.

According to Haaretz, Israeli agencies say they only coordinate departures when a destination country agrees to receive the passengers. But the entire process is conducted through unverified intermediaries, anonymous organizers, and WhatsApp numbers that appear to be Israeli.

Global Airways, parent company of Lift, confirmed that an external travel agent booked the flights. It also confirmed that it has never worked directly with the Al-Majd group.
